The Lebanese Central Bank issued on April 27 intermediate circular no. 553 concerning the applicable exchange rate at money dealers. The circular requires money dealers to abide by a cap of LBP 3,200 per USD or any subsequent exchange rate to be set by the recently issued Directorate of Monetary Operations at BDL pertaining to USD selling transactions. The circular prohibits money dealers from conducting operations that do not adhere to the exchange rates set by BDL and from adopting uncustomary buying/selling spreads. Finally, the circular warned that it would apply sanctions against non-conforming money dealers, bearing in mind that the provisions of the circular will remain effective for 6 months.
أصدر مصرف لبنان في 27 نيسان التعميم الوسيط رقم 553 المتعلّق بسعر صرف الدولار الأميركي لدى مؤسّسات الصرافة. بالتفاصيل، يطلب التعميم من مؤسّسات الصرافة التقيّد بحدّ أقصى لبيع الدولار مقابل الليرة عند 3،200 ل.ل. أو أي سعر لاحق تحدّده مديريّة العمليّات النقديّة المنشأة حديثاً لدى مصرف لبنان. ويمنع التعميم أيضاُ مؤسسات الصرافة من القيام بعمليّات لا تتقيّد بسعر الصرف المحدّد من قبل مصرف لبنان ومن إعتماد هوامش غير إعتياديّة لعمليّات بيع وشراء العملات الأجنبيّة. أخيراً، حذّر مصرف لبنان من إنّه سيفرض عقوبات قانونيّة بحق مؤسّسات الصرافة التي لا تتقيّد بأحكام هذا التعميم، علماُ بأنّ أحكام هذا التعميم ستظل سارية المفعول لمدّة ستّة أشهر.
