The CEDRE local group, co-chaired by the Lebanese Prime Minister and the Ambassador of France, held its first meeting earlier this week. The local group which includes a host of international members such as the European Investment Bank, the World Bank, the IMF among others as well as representatives from the European Union, France, Germany, Italy, Kuwait, the Netherlands, Qatar, Saudi Arabia, Spain, the U.K. and the U.S.A. shall meet on a quarterly basis to discuss achieved progress on projects and reforms. During the meeting, the group agreed to reduce the total number of projects under the Capital Investment Program (CIP) from 285 ($22.94 billion) to 138 ($8.22 billion), with the timeframe shortened into 10 years instead of 12 years. The reduction was based on a set of criteria such as urgency, impact on fiscal position, impact on enabling environment for doing business and job creation, impact on poverty levels, ease of implementation and operational sustainability.  

It is worth highlighting that the government’s financial recovery plan takes the conservative assumption of some $6.4 billion of CEDRE disbursements over a decade starting the year 2021, allocated over $0.3 billion (1% of GDP) in the year 2021, $0.6 billion in each of the years 2022 and 2023 (2.0% of GDP) and $0.7 billion annually (2.0% of GDP) onwards. The real disbursements which will buttress the short-term recovery path (via reducing unemployment and stimulating consumption) and bolster the long-term growth potential (via developing infrastructure and increasing the country’s competitiveness) may exceed the aforementioned conservative assumptions should the implementation of the Government’s commitments remain on course. On the sectoral front and as far as the electricity sector is concerned, the local group was informed that the timeframe for completing government to government negotiations with respect to power generation, negotiations with Qatar Petroleum and ENI with respect to the Floating Storage Regasification Units (FSRUs) and the appointment of the Electricity Regulatory Authority is one year whilst the timeframe for appointing a board of directors for EDL is 100 days. It is worth highlighting that the plan aims at eliminating the deficit in the electricity sector (estimated at an annual $1.6 billion), by increasing the electricity tariff (currently at 9.2 cents per Kilowatt-Hour”KWH”), reducing technical & non-technical losses and providing around the clock electricity supply by building new power plants. As far as other sectors are concerned, the government’s report pointed out that the National Water and Wastewater Strategy will be submitted to the Council of Ministers by end of May, and that the implementing decrees for the law on solid waste management, the nomination of a regulatory body for Civil Aviation and the nomination of the Telecom Regulatory Authority should be completed within a timeframe of 1 year. As far as structural reforms are concerned, the report mentioned that the parliament has already passed legislation pertaining to access to information, whistleblower protection, the anti-corruption strategy and           the national anti-corruption agency. Always in the same vein, the report envisaged ratifying additional legislation related to illicit enrichment (ready for submission), recovery of stolen public funds (100 days), banking secrecy (ready for submission), public procurement (3 years), independence of the judiciary (100 days), combatting tax evasion (3 years), illicit maritime properties (100 days) and customs reforms (1 year) among others. As far as the public sector is concerned, the report revealed that public sector employment has already been halted in addition to setting a 1-year timeframe for revising the government subsidy policies, restructuring/dissolving public entities and a three-year timeframe for implementing a digital transformation strategy.   

عقدت مجموعة سيدر المحليّة والتي يرأسها كلّ من رئيس الوزراء اللبناني والسفير الفرنسي بشكل مشترك إجتماعها الأوّل في مطلع هذا الأسبوع. وستجتمع هذه المجموعة التي تضمّ عدّة أعضاء دوليين كالبنك الأوروبي للتثمير والبنك الدولي وصندوق النقد الدولي للذكر لا للحصر بالإضافة إلى ممثلين عن الإتحاد الأوروبي وفرنسا وألمانيا وإيطاليا والكويت وهولندا وقطر والسعوديّة وإسبانيا والمملكة المتّحدة والولايات المتّحدة الأميركيّة بوتيرة فصليّة للتباحث في التقدّم المحقّق على صعيد المشاريع والإصلاحات. وقد وافقت المجموعة خلال الإجتماع على تخفيض العدد الإجمالي لمشاريع برنامج الإستثمارات العام من 285 مشروع (22.94 مليار د.أ.) إلى 138 مشروع (8.22 مليار د.أ.) وعلى تقصير الإطار التنفيذي لهذا البرنامج من 12 عام إلى 10 أعوام، بناءً على مجموعة من العوامل كأولويّة هذه المشاريع، أثرها على الوضع المالي، أثرها على بيئة ممارسة الأعمال وخلق فرص العمل، أثرها على مستويات الفقر، سهولة تنفيذها وإستدامة مفعولها.

ويجدر الذكر بأنّ برنامج الحكومة للتعافي المالي قد بني على توقّعات متحفّظة لتوزيعات تمويل سيدر بحيث تبلغ 6.4 مليار د.أ. موزّعة على مدّة عشر سنوات إبتداءً من العام 2021، بحيث تفترض أن يتحصّل لبنان على 0.3 مليار د.أ. (1% من الناتج المحلّي الإجمالي) في العام 2021،  0.6 مليار د.أ. (2% من الناتج المحلّي الإجمالي) في كلّ من عاميّ 2022 و2023 و 0.7 مليار د.أ. (2% من الناتج المحلّي الإجمالي) سنويّاً بعد ذلك. وستقوم هذه التوزيعات بدعم مسار التعافي القصير الأمد (عبر التخفيف من البطالة وتحفيز الإستهلاك) وتطوير النموّ الطويل الأمد (عبر تحديث البنى التحتيّة وزيادة تنافسيّة لبنان)، علماً أنّ التوزيعات الفعليّة لمساعدات سيدر قد تفوق التقديرات المذكورة آنفاً في حال إلتزمت الحكومة بالمسار المحدّد للإصلاحات. أمّا على صعيد القطاعات وفبما يتعلّق بقطاع الكهرباء، فقد تمّ إعلام المجموعة بأنّ الإطار الزمني للإنتهاء من المفاوضات من حكومة إلى حكومة بالنسبة لإنتاج الكهرباء ومن المفاوضات مع شركة قطر للبترول وشركة إني بالنسبة لمحطّات التغويز العائمة ومن تعيين هيئة ناظمة لقطاع الكهرباء هو سنة واحدة فيما أنّ الإطار الزمني لتعيين مجلس إدارة لشركة كهرباء لبنان هو 100 يوم. وتهدف الخطّة إلى إلغاء عجز قطاع الكهرباء البالغ حوالي ال1.6 مليار د.أ. سنويّاً عبر زيادة التعرفة الحاليّة (9.2 سنت للكيلوواط ساعة) وتخفيض الخسائر التقنيّة وغير التقنيّة وزيادة التغذية لتصبح على مدار الساعة عبر بناء معامل جديدة. أمّا فيما يتعلّق بباقي القطاعات، فقد أشار تقرير الحكومة إلى أنّ إستراتيجّة المياه والصرف الصحّي ستقدّم للحكومة مع نهاية شهر أيّار وبأنّ المراسيم التطبيقيّة لقانون إدارة النفايات الصلبة وتعيين هيئات ناظمة لكلّ من الطيران المدني وقطاع الإتصالات سيتّم إستكمالها خلال عام. أمّا فيما يتعلّق بالإصلاحات الهيكليّة، فقد ذكر التقرير بأنّ البرلمان اللبناني قد سبق له أن أقرّ قوانين تتعلّق بالولوج إلى المعلومات وحماية كاشفي الفساد وإستراتيجيّة مكافحة الفساد والوكالة الوطنيّة لمكافحة الفساد. دائماً في الإطار عينه، فقد إرتقب التقرير إقرار تشريعات إضافيّة تتعلّق بالإثراء غير المشروع (جاهز لتقديمه إلى الهيئة العامّة) وإستعادة الأموال المنهوبة من القطاع العام (100 يوم) والسريّة المصرفيّة (جاهز لتقديمه إلى الهيئة العامّة) والمناقصات العموميّة (ثلاث سنوات) وإستقلاليّة القضاء (100 يوم) ومكافحة التهرّب الضريبي (3 سنوات) والأملاك البحريّة غير الشرعيّة (100 يوم) وإصلاح الجمارك (سنة واحدة) للذكر لا للحصر. أمّا فيما يتعلّق بالقطاع العام، فقد كشف التقرير بأنّه قد تمّ تجميد التوظيف في القطاع العام بالإضافة إلى وضع إطار زمني محدّد بعام واحد لمراجعة سياسات الدعم الحكومي وإعادة هيكلة وإلغاء مؤسسات حكوميّة وبثلاثة أعوام لتطبيق إستراتيجيّة تحوّل رقمي.
