The Lebanese Central Bank issued on January 30, 2022 intermediate decision 13530 under intermediate circular 660 directed to banks concerning exceptional measures related to cash withdrawals. Intermediate circular 660 amends the provisions of basic circular 161 by extending the terms of the circular until the end of February 2023, with the possibility of further extensions. Basic circular 161 originally stated that BDL will be providing banks with their remaining share of LBP cash limits in the form of USD banknotes at the prevailing exchange rate set forth by the “Sayrafa” electronic platform. In their turn, banks were asked to remunerate depositors with the aforementioned USD bank notes instead of LBP notes during their withdrawals or cash transactions from their respective accounts, without breaching the monthly withdrawal limits set by each bank. Finally, the circular stipulates that customers who are not interested to benefit from the provisions of the circular must submit a written request to the concerned bank.
