A Total official has recently revealed that drilling operation in the offshore Block 9 will start in September of this year. The drilling is expected to take place six to seven kilometers north of Line 23, with the drilling cost anticipated to stand at around $113 million. Drilling operations will be distributed over three stages, with the first one (expected to be completed by June) entailing selecting the winning bidder (a total of five companies have applied) to drill the first exploration well. The second stage revolves around obtaining the necessary licenses from the relevant ministries, namely the Ministry of Energy and Water, and the Ministry of the Environment. The third and final stage consists of building a logistics base at the Port of Beirut.
It is worth noting that Lebanon and Israel have reached in October 2022 a U.S. sponsored maritime border agreement after years of indirect negotiation, whereby both parties acknowledge the presence of potential hydrocarbon prospects in Lebanon’s Block 9, and that the Block 9 operator must be a reputable company. Prior to the commencement of drilling in Block 9, Israel and the operator shall enter into negotiations to determine the former’s economic right in that prospect, and shall subsequently sign a financial agreement to determine Israel’s remuneration from the operator. However, this agreement shall not by any means affect Lebanon’s agreement with the operator and its economic rights in Block 9. The operator shall also request the consent of both parties before the commencement of drilling in Block 9 noting that Israel shall not withhold such a consent in an unreasonable manner.
In a related note, Qatar Energy entered on January 29, 2023 a consortium with France’s TotalEnergies and Italy’s ENI for the exploration of Block 9 in Lebanon’s waters, replacing as such Russia’s Novatech which was present in the initial consortium that was formed in 2017. Qatar’s energy minister commented that entering the consortium could pave the way to future explorations in Lebanon. Under the new agreement, TotalEnergies and Eni will each control a share of 35% in the consortium, with the remaining 30% share to be detained by Qatar Energy.
أفاد مسؤول من شركة توتال مؤخّراً بأنّ عمليّات التنقيب في البلوك رقم 9 سوف تبدأ في شهر أيلول من العام الحالي على أن تتركّز عمليّات الحفر ضمن مسافة 6 إلى 7 كيلومترات شمال الخط 23 بكلفة تقديريّة تبلغ 113 مليون د.أ. وستتوزّع عمليات الحفر على ثلاثة مراحل على أن تتضمّن المرحلة الأولى (والتي من المفروض إتمامها مع نهاية شهر حزيران) إختيار الشركة الرابحة (ضمن خمس شركات تقدّمت للمناقصة) التي ستقوم بحفر أّوّل بئر إستكشافي. وستتضمن المرحلة الثانية الإستحصال على التراخيص اللازمة من الوزارات المعنيّة لا سيما وزارة الطاقة والمياه ووزارة البيئة. وستتمحور المرحلة الثالثة حول بناء القاعدة اللوجستية في مرفأ بيروت.
ويجدر الذكر بأنّ لبنان وإسرائيل قد توصّلا في شهر تشرين الأوّل 2022 إلى إتفاقيّة برعاية الولايات المتّحدة الأميركيّة لترسيم حدودهما البحريّة بعد سنين من المفاوضات غير المباشرة بحيث تنصّ الإتفاقيّة على أنّ الفريقين على دراية بإحتمال وجود ثروة هيدروكاربونيّة في البلوك رقم 9 وبأنّ مشغّل هذا البلوك يجب أن يكون شركة مرموقة. قبل بداية الحفر في البلوك رقم 9، ستجري إسرائيل مفاوضات مع المشغّل لتحديد حصّتها من هذا البلوك كما وستوقّع على إتفاقيّة ماليّة لتحديد تعويضها المالي على أن لا يؤثّر هذا على إتّفاقيّة لبنان مع المشغّل وحقوقه الإقتصاديّة في البلوك. كما وسيطلب المشغّل موافقة الطرفين قبل الشروع في عمليّة التنقيب جنوب الخط على أن لا تمتنع إسرائيل عن إعطاء هذه الموافقة بشكل غير معقول.
في سياق متّصل، إنضمّت قطر للطاقة في نهاية شهر كانون الثاني 2023 إلى كونسورتيوم مع شركة توتال إنيرجيز الفرنسيّة وشركة إني الإيطاليّة لإستكشاف البلوك رقم 9 في المياه الإقليميّة اللبنانيّة لتحلّ بذلك مكان شركة نوفاتيك الروسيّة التي كانت موجودة في الكونسورتيوم الأساسي الذي تمّ توقيعه في العام 2017. وقد علّق وزير الطاقة القطري بأنّ هذا التوقيع قد يستتبعه مشاركة قطريّة في إستكشافات لاحقة في لبنان. وقد حدّدت الإتفاقيّة حصّة كلّ من توتال إنيرجيز وإني ب35% في الكونسورتيوم وحصّة شركة قطر للطاقة ب30%.
