Customs Receipts fell by 3.15% during the month of December 2023 to LBP 3.54 trillion, down from LBP 3.66 trillion a month earlier. On an annual basis, however, customs receipts reached LBP 37.80 trillion in the year 2023 in comparison with LBP 2.58 trillion in 2022. The sharp increase observed in the year 2023 owes to the multiple adjustments of the LBP/USD exchange rate used for customs calculation. More specifically, the customs applicable exchange rate was first raised in December 2022 from LBP 1,507.5 per USD to LBP 15,000 per USD before increasing it to LBP 45,000 per USD in March 2023 and to LBP 60,000 per USD in April. The exchange rate was later benchmarked to the Sayrafa rate starting May 2023 which stood back then at LBP 86,300 per USD before reaching LBP 85,500 per USD thereafter starting July.
سَجَّلَت الإيرادات الجمركيّة إنخفاضاً بنسبة 3.15% خلال شهر كانون الأوّل من العام 2023 إلى 3.54 ترليون ل.ل.، مقابِل 3.66 ترليون ل.ل. في الشهر الذي سبقه. أمّا على صعيدٍ تراكمي، فقد بلغت الإيرادات الجمركيّة 37.80 ترليون ل.ل. خلال العام 2023 مقارنةً ب2.58 ترليون ل.ل. في العام 2022. يمكن تعليل الإرتفاع في العام 2023 بتعديل سعر الدولار الجمركي على عدّة مراحل بحيث تمّ رفعه في مرحلة أولى من 1،507.5 ل.ل. مقابل الدولار الأميركي الواحد إلى 15،000 ل.ل. للدولار في شهر كانون الأوّل 2022، ليعود ويصبح 45،000 ل.ل. للدولار في شهر آذار 2023 ومن ثمّ رفعه إلى 60،000 ل.ل. للدولار في شهر نيسان. وقد تمّ ربط سعر الدولار الجمركي بسعر منصّة صيرفة في مرحلة لاحقة حيث أصبح في شهر أيّار 2023 86،300 ل.ل. للدولار الأميركي الواحد قبل أن يستقرّ عند 85،500 ل.ل. للدولار فيما بعد بدءاً من شهر تمّوز.
