The surface area of construction permits in Lebanon, which reflects the level of future supply in the real estate sector, attained 725,026 sqm in December 2025 compared to 821,206 sqm in November and 929,030 sqm in October. On a cumulative basis, the surface area of construction permits rose by 50.82% in the full year 2025 to just above 9.17 million sqm compared to around 6.09 million sqm in 2024. The monthly evolution of construction permit areas between the December 2024 – December 2025 period shows a rollercoaster trend as depicted by the chart below:
As far as the geographical distribution of construction permits is concerned, the Mount Lebanon region continued to control the lion’s share of the total surface area of issued permits (3.51 million sqm <38.21%>), followed by the North (1.95 million sqm <21.27%>), South (1.69 million sqm <18.36%), Bekaa (0.92 million sqm <10.06%>), Nabatieh (0.72 million sqm <7.89%>), and Beirut (0.39 million sqm <4.20%>) regions.
Beirut enjoyed the highest exploitation coefficient which stood at 4,147 sqm per construction permit in 2025, followed by the Mount Lebanon (1,366 sqm/transaction), Bekaa (1,316 sqm/transaction), South (875 sqm/transaction), North (708 sqm/transaction), and Nabatieh (655 sqm/transaction) governorates.
إستناداً إلى إحصاءات نقابة المهندسين، بلغت مساحات البناء المرخَّصة في لبنان، والتي تعكس توقّعات مستوى العرض في القطاع العقاري، 725،026 متر مربّع في شهر كانون الأوّل 2025 مقارنةً ب821،206 متر مربّع في شهر تشرين الثاني و929،030 متر مربّع في شهر تشرين الأوّل. أمّا على صعيدٍ تراكمي، فقد إرتفعت مساحات البناء المرخَّصة بنسبة سنويّة بلغت 50.82% خلال العام 2025 إلى حوالي 9.18 مليون متر مربّع مقارنةً بحوالي 6.09 مليون متر مربّع في العام 2024. يظهر التطوّر الشهري لمساحات البناء المرخّصة تقلّبات عديدة خلال الفترة الممتدّة بين شهريّ كانون الأوّل 2024 و كانون الأوّل 2025 كما هو مبيّن في البيان التالي:
أمّا بالنسبة للتوزيع الجغرافي لرخص البناء، فقد تفوّقت محافظة جبل لبنان على المناطق الأخرى حيث بلغت حصّتها من مساحات البناء المرخَّصة 3.51 مليون متر مربّع (38.21%)، تلتها محافظة الشمال (1.95 مليون متر مربّع <21.27%>)، والجنوب (1.69 مليون متر مربّع <18.36%>)، والبقاع (0.92 مليون متر مربّع <10.06%>)، والنبطيّة (0.72 مليون متر مربّع <7.89%>)، وبيروت (0.39 مليون متر مربّع <4.20%>).
وقد حظيت محافظة بيروت على أعلى معدّل إستثمار للرخصة الواحدة، والذي وصل إلى 4،147 متر مربّع خلال العام 2025، تبعتها كلٌّ من محافظة جبل لبنان (1،366 متر مربّع للرخصة الواحدة)، والبقاع (1،316 متر مربّع للرخصة الواحدة)، والجنوب (875 متر مربّع للرخصة الواحدة)، والشمال (708 متر مربّع للرخصة الواحدة)، والنبطيّة (655 متر مربّع للرخصة الواحدة).
