The surface area of construction permits in Lebanon, which reflects the level of future supply in the real estate sector, attained 623,230 sqm in July 2026 compared to 529,514 sqm in June. On a cumulative basis however, the surface area of construction permits came in 4.33% lower y-o-y during the first seven months of 2026 at 3,979,600 sqm compared to 4,159,663 sqm in the same period in 2025. The monthly evolution of construction permit areas between the July 2025 – July 2026 period shows a rollercoaster trend as depicted by the chart below:

As far as the geographical distribution of construction permits is concerned, the Mount Lebanon region continued to control the lion’s share of the total surface area of issued permits (2,443 thousand sqm <61.39%>), followed by the South (561 thousand sqm <14.11%), Bekaa (437 thousand sqm <10.99%>), Beirut (330 thousand sqm <8.28%>), Nabatieh (152 thousand sqm <3.81%>), and North (56 thousand sqm <1.42%>) regions. It is worth noting that figures for the North governorate are underestimated since they exclude permits issued by the North Order of Engineers.

Beirut enjoyed the highest exploitation coefficient which stood at 4,394 sqm per construction permit YTD July 2026, followed by the North (1,566 sqm/transaction), Bekaa (1,384 sqm/transaction), Mount Lebanon (1,375 sqm/transaction), South (1,114 sqm/transaction), and Nabatieh (645 sqm/transaction) governorates.
