The Lebanese Central Bank issued on May 27, 2020 intermediate circular no. 557 addressed to banks and financial institutions under the provisions of which banks can resort to the Central Bank to conduct foreign exchange operations for food importers and producers to finance the import of basic food products and raw materials for basic food industries according to a list that will be published by the Ministry of Economy and Commerce. The applicable exchange rate would be specified based on the mechanism used under the provisions of article 7 bis of basic decision no. 7548 dated March 30, 2000. Banks willing to benefit from the provisions of the circular must ensure at their own responsibility the proper implementation of the provisions of the circular. Finally, it is worth highlighting that the tenor of the circular is one year.
أصدر المصرف المركزي في 27 أيّار 2020 التعميم الوسيط رقم 557 الموجّه إلى المصارف والمؤسسات الماليّة والذي يتعلق بالتسهيلات الممكن أن يمنحها المصرف المركزي للجهات المعنيّة بالقرار. بالتفاصيل، يشير التعميم إلى أنّه يمكن للمصارف أن تستعين بالمصرف المركزي لإجراء عمليّات قطع لعملائها من مستوردي ومصنّعي المواد الغذائيّة الراغبين بإستيراد مواد غذائيّة أساسيّة وموّاد أوليّة تدخل في الصناعات الأساسيّة وذلك وفقاً للائحة سوف تصدر عن وزارة الإقتصاد والتجارة. يتم تحديد سعر صرف العملات الأجنبيّة وفقاً للآلية المتّبعة لتطبيق أحكام المادّة 7 مكرّر من القرار الأساسي رقم 7548 تاريخ 30-3-2000. وبحسب التعميم، فإنّ على المصارف الراغبة بالإستفادة من عمليّات القطع هذه التأكّد وعلى مسؤوليتها الخاصّة حسن سير تطبيق شروط هذا التعميم. أخيراً يجدر الذكر بأنّ أحكام هذا التعميم ستظل سارية المفعول لعام واحد.
