The Association of Banks in Lebanon (ABL) released its Circular No. 130/2020 in which it spotted the light on the most important issues raised during the monthly meeting held on July 1, 2020 between Banque Du Liban (BDL), the Banking Control Commission (BCCL), and the ABL. In detail, the Central Bank Governor insisted that the party that should be responsible for setting a cap on lending rates must be the ABL and not the BDL, with the ABL delegation informing the governor that a cap of BRR +2% was placed on lending rates till end of year 2020. In addition, the Central Bank governor commented that black market exchange dealers who are manipulating the exchange rate represent only a small fraction of total exchange rate operations and that the BDL has decided to expand the list of subsidized goods from 30 items to more than 200 items that cover the majority of basic consumption needs for families. Always on the exchange rate front, Mr. Salameh added that the electronic trading platform has been launched and encouraged banks in this regard to deal on the platform, allowing as such the pricing of the Lebanese pound to be affected by the largest market players. The ABL also raised the issue of the repayment of USD-Denominated loans by customers at the official 1,500 rate, emphasizing in this regard on businessmen who are already pricing their products at the market rate and calling for distinguishing between the treatment of individuals, retailers and wholesale dealers. In this regard, the participants in the meeting agreed to form a committee, comprising representatives from the BDL, BCCL and the ABL, to study the issue and raise a recommendation to the Central Bank governor. As for ABL’s remarks on BDL’s proposed treatment of ECLs on banks’ Eurobond placements and their foreign currency placements with the Central Bank, Mr. Salameh considered that said remarks don’t take Lebanon’s full risk profile into consideration and accordingly suggested forming a 2nd committee comprising all 3 parties to tackle the issue. It is worth highlighting, in this context, that the ABL’s remarks have called for the downward revision of the proposed ECL’s due to their detrimental impact on banks’ financial standing.      

أَصدَرَت جمعيّة المصارف في لبنان التعميم رقم 130/2020 سَلَّطَت من خلاله الضوء على أهمّ النقاط التي تمّ تداولها في الإجتماع الشهري المنعقِد بتاريخ 4 أيّار 2020 بين الجمعيّة والبنك المركزي ولجنة الرقابة على المصارف. في التفاصيل، شدّد حاكم المصرف المركزي على أنّ جمعيّة المصارف وليس مصرف لبنان هي من يجب أن تحدّد سقف للفوائد المدينة، وقد أفادته الجمعيّة في هذا السياق بأنها قرّرت وضع سقف قدره معدَّل الفائدة المرجعيّة في السوق (BRR) +2% حتّى نهاية العام. بالإضافة إلى ذلك، علّق حاكم المصرف المركزي بأنّ السوق السوداء التي تتلاعب بسعر صرف الليرة تشكّل جزء صغير من حجم عمليّات السوق فيما أشار بأنّه قرّر توسيع السلّة المدعومة من قبل مصرف لبنان من 30 سلعة إلى ما فوق ال200 سلعة تغطّي جزء كبير من الإستهلاك الأسري. دائماً في سياق سعر الصرف، فقد أشار السيّد سلامة بأنّه تمّ إطلاق المنصّة الإلكترونيّة مشجّعاً المصارف في هذا السياق على التعامل من خلالها ما يساعد في تحديد سعر الصرف من قبل اللاعبين الأساسيين في السوق. وقد أثار وفد الجمعيّة مسألة تسديد العملاء قروضهم المعنونة بالدولار الأميركي بالليرة اللبنانيّة بحسب سعر الصرف الرسمي البالغ 1،500 ل.ل.، مشدّدين في هذا السياق على بعض رجال الأعمال الذين يسعّرون السلع بحسب سعر السوق وداعين إلى ضرورة الفصل في التعامل بين الأفراد والتجزئة وأصحاب العمليّات التجاريّة الكبيرة. وقد تمّ الإتّفاق بهذا الخصوص على تشكيل لجنة تضمّ ممثلين عن مصرف لبنان ولجنة الرقابة على المصارف وجمعيّة المصارف لدراسة هذا الموضوع ورفع توصية للحاكم بشأنه. أمّا بالنسبة لملاحظات جمعيّة المصارف على إقتراحات مصرف لبنان بشأن التعامل مع الخسائر الإئتمانيّة المتوقّعة المحتسبة نظاميّاً على محفظة توظيفات المصارف مع مصرف لبنان بالعملة الأجنبيّة وتوظيفاتها في سندات اليوروبوندز، فقد إقترح السيّد سلامة بأنّ ملاحظات الجمعيّة لا تأخذ بعين الإعتبار كامل مخاطر لبنان الفعليّة وبالتالي إقترح حاكم المصرف المركزي تشكيل لجنة ثانية تضمّ الأطراف الثلاثة لمعالجة هذه المسألة. ويجدرالذكر بأنّ ملاحظات الجمعيّة كانت قد دعت إلى تخفيض هذه الخسائر النظاميّة نظراً لأثرها السلبي على الوضعيّة الماليّة للمصارف.
