The Order of Engineers published its 2019 Annual Construction Permits report, unveiling a reduced appetite for real estate developers for new realty projects amid the slow economic activity that shaped the first part of the year which was further aggravated by the social uprising and street blockades in the last part of the year leading to a downward spiral in the economic situation. In fact, construction permit areas for new buildings & additions narrowed by 37.61% in 2019 to 3.33 million sqm, down from 5.34 million sqm in 2018, with residential & commercial buildings suffering the biggest setbacks, down by 37.17% and 47.83% to 2.59 million sqm and 0.27 million sqm on a respective basis. Nevertheless, residential buildings accounted and by far for the largest share of construction permits (77.93%), followed by commercial buildings & offices (8.03%).
In parallel, the registered total construction permit areas plunged from around 7.14 million sqm in 2018 to 4.90 million sqm in 2019 (their lowest level since at least the year 2006), mirroring as such the country’s paralyzed economic activity.
The report also revealed a high concentration of construction permit areas for new buildings in Mount Lebanon (39.99%) in 2019, followed, and at quite a distance, by the South (26.49%) and Bekaa (13.08%) governorates. It is worth noting that figures for the North governorate are underestimated since they exclude permits issued by the North Order of Engineers.
كشف التقرير السنوي لنقابة المهندسين عن تراجُعٍ في قابليّة المطوّرين العقاريّين تجاه الإستثمار في مشاريع عقاريّة جديدة خلال العام 2019 حيث كانت الحركة الإقتصاديّة ضعيفة أصلاً في الجزء الأوّل من العام لتعود وتتدهور في الفصل الأخير من العام نتيجة التظاهرات الشعبيّة وإقفال الطرقات والمؤسّسات إحتجاجاً على تردّي الأوضاع المعيشيّة. في هذا الإطار، تراجعت مساحات رخص البناء للأبنية الجديدة والإضافات بنسبة 37.61% إلى 3.33 مليون متر مربّع في العام 2019 من 5.34 مليون متر مربّع في العام 2018 ، فيما كانت مشاريع الأبنية السكنيّة والتجاريّة الأكثر تضرّراً بحيث تراجعت مساحات رخص البناء المتعلقة بها بنسبة 37.17% و47.83% إلى 2.59 مليون متر مربّع و0.27 مليون متر مربّع بالتتالي. بالرغم من ذلك، شكّلت الأبنية السكنيّة الحصّة الأكبر (77.93%) من رخص البناء تلتها الأبنية التجاريّة والمكاتب (8.03%).
في الإطار عينه، تراجعت المساحات الإجماليّة لرخص البناء من حوالي 7.14 مليون متر مربّع في العام 2018 إلى 4.90 مليون متر مربّع في العام 2019، وهو أدنى مستوى لها منذ العام 2006 على الأقّل، الأمر الذي يعكس حالة الشلل الإقتصادي التي تمرّ بها البلاد.
بالتوازي، يبيّن التقرير السنوي لنقابة المهندسين أنّ محافظة جبل لبنان قد إستحوذت على حصّة الأسد من رخص البناء الجديدة (39.99%) خلال العام 2019، تلتها، وبفارقٍ كبير، محافظتي الجنوب (26.49%) والبقاع (13.08%). يجدر الذكر أنّ أرقام محافظة الشمال لا تتضمّن الرخص المعطاة من قبل نقابة المهندسين في الشمال.
