The Lebanese Central Bank’s balance sheet conveys some $271.80 million contraction in its foreign assets portfolio during the second half of April 2021 to $21.64 billion, down from $21.91 billion a fortnight earlier. When factoring out BDL’s portfolio of Lebanese Eurobonds amounting to $5.03 billion as per the disclosure made by the Central Bank, the latter’s foreign currency reserves would settle at $16.61 billion by end of April. On the other hand, the value of gold reserves at BDL rose by 1.61% ($258.78 million) in the second half of April to $16.38 billion as gold prices increased amid the drop of the USD over ambiguity in the market concerning the Fed’s next rate hike.

 

On an annual basis, BDL’s foreign assets came in 3.31% ($16.38 billion) lower than the $34.42 billion reading reported at end of April 2020. Conversely, the value of gold reserves improved by 3.31% ($0.52 billion) when benchmarked to the $15.85 billion figure recorded in the same period last year. It is worth noting that BDL’s total reserves (foreign currency and gold) cover some 200 months of debt service and constitute around 34.07% and 38.05% of Lebanon’s gross and net public debt on a respective basis.

 

In a related note, BDL’s balance sheet widened by $1.00 billion during the second half of April to $154.71 billion owing to the 1.56% ($0.95 billion) increase in the value of other assets representing capitalized open market operations and seigniorage to $61.44 billion, coupled with the 1.61% rise in the value of gold reserves to $16.38 billion and the 0.17% increase in the value of the securities portfolio to $40.90 billion, which altogether outweighed the 1.24% drop in the value of foreign assets to $21.64 billion.

The share of BDL’s foreign assets of the latter’s total assets fell to 13.99% by end of April 2021, compared to 14.26% in mid-April, while the share of gold reserves rose to 10.59% from 10.49% two weeks earlier.

أمّا على صعيدٍ سنويٍّ، فقد تراجعت قيمة الموجودات الخارجيّة لمصرف لبنان بنسبة 37.13% (16.38 مليار د.أ.) مقارنةً بالمستوى الذي كانت عليه في نهاية شهر نيسان 2020، والبالغ حينها 34.42 مليار د.أ. من جهةٍ أُخرى، إرتفعت قيمة إحتياطات الذهب لدى مصرف لبنان بنسبة 3.31% (0.52 مليار د.أ.) عند مقارنتها بالمستوى المُسَجَّل في الفترة نفسها من العام الماضي، والبالغ حينها 15.85 مليار د.أ. يُشكِّل إجمالي الإحتياطات (الموجودات الخارجيّة وإحتياطات الذهب) حوالي 34.07% من الدين العامّ الإجمالي و38.05% من صافي الدين العامّ، وهو يغطّي حوالي 200 شهراً من خدمة الدين.

في سياقٍ متّصل، زادت ميزانيّة مصرف لبنان بمليار د.أ. خلال النصف الثاني من شهر نيسان إلى 154.71 مليار د.أ. على إثر إرتفاع الموجودات الأُخرى (والتي تمثّل رسملة خسائر التدخّل في السوق لتثبيت سعر الصرف) بنسبة 1.56% (0.95 مليار د.أ.) إلى 61.44 مليار د.أ.، ترافقاً مع التحسّن في قيمة إحتياطي الذهب بنسبة 1.61% إلى 16.38 مليار د.أ. وزيادة قيمة محفظة الأوراق الماليّة بنسبة 0.17% إلى 40.90 مليار د.أ.، ما طغى على إنخفاض قيمة الموجودات الخارجيّة بنسبة 1.24% إلى 21.64 مليار د.أ.
