The Association of Banks in Lebanon (ABL) issued a clarification on March 14, 2022 following the government’s decisions to provide social assistance to public sector employees (including military personnel) equivalent to half a monthly salary ranging between LBP 1.5 million (minimum) and LBP 3 million (maximum). In details, BDL notified banks that it will cover in cash 60% of the aforementioned social assistance. The ABL stated in this respect that banks are paying the full amount covered by BDL in cash, commenting that banks do not have the authority to print currency nor do they have the capacity to amend the monetary decision of BDL or the executive powers of the Ministry of Finance. The ABL also stated in its’ clarification that it welcomes the availability of the entirety of the social assistance in cash if BDL were to provide them with the needed amounts.
أصدرت جمعيّة المصارف في لبنان توضيحاً بتاريخ 14 آذار 2022 بعد إتّخاذ الحكومة قرار بتأمين مساعدات إجتماعيّة لموظّفي القطاع العام (ومن ضمنها الأسلاك العسكريّة) توازي نصف راتب شهري على أن تتراوح بين 1.5 مليون ل.ل. كحدٍّ أدنى و3 مليون ل.ل. كحدٍّ أقصى. بالتفاصيل، أعلم المصرف المركزي المصارف أنّه سيغطّي 60% من تلك المساعدات نقداً. في هذا الإطار، أوضحت جمعيّة المصارف أنّ المصارف تدفع للموظّفين النقد الذي يتيحه مصرف لبنان بكامله، موضحةً في هذا السياق أنّها لا تملك قرار طباعة العملة، ولا القدرة على تعديل قرارات السلطة النقديّة (مصرف لبنان) والتنفيذيّة (وزارة المال). كما وأكّدت الجمعيّة في توضيحها أنّها ترحّب بإتاحة كامل المساعدات الإجتماعيّة نقداً في حال زوّدها مصرف لبنان بالأموال اللازمة.
