The Lebanese Central Bank issued on April 19, 2023 intermediate decision 13548 under basic circular 165 directed to banks concerning electronic settlement operations on fresh fund operations. Basic circular 165 states that banks must open new accounts (in LBP and USD) at BDL, reserved solely to conduct electronic settlement operations on checks and bank transfers pertaining to fresh funds. In details, said fresh money accounts at BDL must be opened by May 10, and must contain the sufficient funds (based on the discretion of each bank) to be used as provisions for settlement operations.
أصدر مصرف لبنان بتاريخ 19 نيسان 2023 القرار الوسيط رقم 13548 تحت التعميم الأساسي رقم 165 الموجّه إلى المصارف والمتعلّق بعمليّات التسوية الإلكترونيّة العائدة للأموال النقديّة. ينصّ التعميم الأساسي رقم 165 على أنّه يتوجّب على المصارف فتح حسابات جديدة بالليرة اللبنانيّة وبالدولار الأميركي لدى مصرف لبنان مخصّصة بشكل حصري لإجراء العمليّات المتعلّقة بمقاصة الشيكات والتحاويل الإلكترونيّة الخاصّة بالأموال النقديّة. بالتفاصيل ، يجب على المصارف فتح هذه الحسابات خلال مهلة أقصاها 10 أيّار على أن تتضمّن هذه الحسابات الأموال الكافية (بناء على تقديرات كل مصرف) لإستعمالها كمؤونة لضمان نجاح عمليّات التسوية.
