The World Bank recently released its Lebanon Economic Monitor (LEM) Spring-2023 report titled “The Normalization of Crisis is No Road for Stabilization” in which it estimated the size of Lebanon’s cash economy for the years 2021 and 2022. According to the World Bank, the cash economy in Lebanon came into existence amid the financial & economic crisis and the loss of confidence in the Lebanese banking sector, noting that the majority of financial transactions are being settled in cash and lines of credit offered by the banking sector are becoming fully cash-collateralized. The World Bank mentioned that estimating the size of the cash economy is necessary to understand the nature of transactions and assessing the possible ramifications of a pervasive cash economy on the behavior of fiscal & monetary policy. More specifically, the report noted that a growing cash economy implies that fiscal policy is less powerful, stating that on the one hand a pervasive cash economy would be disadvantageous for tax buoyancy, and that on the other hand it creates incentives for tax avoidance. The World Bank added that the monetary policy becomes less effective as cash transactions replace banking transactions. In parallel, the World Bank defined the USD cash economy as the total USD cash in circulation which, in Lebanon, mostly refers to legal transactions taking place in a highly dollarized economy. The report noted that the size of the cash economy in Lebanon was calculated as the difference between “GDP from the expenditures side” and Gross National Disposable Income (GNDI) published by the Central Administration of Statistics (CAS). The size of the cash economy prior to the 2019 crisis peaked at $2.8 billion (5.6% of GDP) in the year 2015 before reaching $4.5 billion (14.20% of GDP) in 2020. The report revealed, however, that in the absence of new data from the CAS’ national accounts, a tailor-made approach to estimate Lebanon’s cash economy for the years 2021 and 2022 was used by the World Bank. Said approach accounts for six sources of USD cash in circulation: the withdrawal of pre-crisis foreign currency denominated deposits and BDL’s FX interventions from the remaining reserves through BDL circulars, USD remittances from the Lebanese diaspora, USD cash stored at homes since the beginning of the crisis, USD cash entering Lebanon through legal and illicit channels, humanitarian and development cash assistance, and the post-crisis USD bank deposits (fresh USD) that are not subject to the informal capital control measures imposed by banks (mostly comprising salaries and international transfers). In this respect, the World Bank commented that several assumptions were required to estimate the size of the cash economy in 2021 and 2022. More specifically, the World Bank assumed that cash in LBP is immediately converted to USD at the prevailing market exchange rate to preserve its purchasing power, in addition to presuming that the deleveraging in the banking sector is done by subtracting foreign currency claims/loans from foreign currency deposits. In addition, the report assumes that the remaining foreign currency deposits which are net of loans are withdrawn in accordance with BDL basic circular 158 either through cash or through discounted checks and transferred to the cash economy. Accordingly, the World Bank estimated the size of Lebanon’s cash economy at $6.05 billion in 2021, the equivalent of 26.2% of nominal GDP, and $9.86 billion in 2022 representing 45.7% of GDP. The report noted that the larger size of the cash economy in 2022 can be mostly attributed to the “slowdown” in capital flight to nearly 0 in 2022 in part due to tighter informal capital control measures. In addition, the size of the cash economy relative to GDP is significantly larger in 2022 as a result of the drop in nominal GDP from $23.13 billion in 2021 to $21.55 billion in 2022. From another perspective, the World Bank stated that the adoption of cash transactions largely increases the risk of money laundering and creates additional tax evasion opportunities. The report warned that increasing the reliance on cash transactions jeopardizes the progress Lebanon made towards improving the country’s financial integrity by instituting strong anti-money laundering controls in the banking sector prior to the current crisis. In addition, the report noted that cash economies facilitate the concealment of the sources of funds used in illicit and illegal activities. Finally, the World Bank commented that cash economies encourage informality by small & micro businesses and lower productivity due to the absence of economies of scale which will likely cumulate the weaknesses in Lebanon’s tax code.

أصدَر البنك الدولي تقرير حول الآفاق الإقتصاديّة للبنان تحت عنوان "التطبيع مع الأزمة ليس طريقاً للإستقرار" والذي قدّر من خلاله حجم الإقتصاد النقدي في لبنان للأعوام 2021 و2022. وبحسب البنك الدولي، فقد تمّ إبتكار ظاهرة الإقتصاد النقدي في لبنان على إثر الأزمة الماليّة والإقتصاديّة الأخيرة وفقدان الثقة في القطاع المصرفي اللبناني، مع العلم أنّ غالبيّة المعاملات الماليّة تُدفع نقداً كما وأنّ خطوط الإئتمان التي يقدّمها القطاع المصرفي أصبحت مضمونة نقداً بالكامل. وقد أشار البنك الدولي أنّ تقدير حجم الإقتصاد النقدي أمرٌ ضروريٌّ لفهم طبيعة المعاملات وتقييم التبعات المحتملة لتفشّي الإقتصاد النقدي على سلوك السياسة الماليّة والنقديّة. وقد ذكر التقرير بأنّ نموّ الإقتصاد النقدي يعني أنّ السياسة الماليّة في البلاد ليست فعّالة، مشيراً أنّ تفشّي الإقتصاد النقدي أمراً غير مرغوباً به لناحية النظام الضريبي من جهة كما وأنّه يخلق فرص للتهرّب الضريبي من جهةٍ أخرى. وقد أضاف البنك الدولي أنّ السياسة النقديّة تَفقُد من فعاليّتها كون المعاملات النقديّة تَستَبدِل المعاملات المصرفيّة. وبحسب تعريف البنك الدولي، إنّ الإقتصاد النقدي بالدولار الأميركي هو كناية عن النقد المتداول بالدولار الأميركي والذي يعني في لبنان المعاملات القانونيّة في إقتصاد مُدَولَر. وقد أشار التقرير بأنّ حجم الإقتصاد النقدي في لبنان كان يحتسب قبل الأزمة الأخيرة على أساس الفارق بين الناتج المحلّي الإجمالي والدخل القومي الإجمالي المتاح (Gross National Disposable Income) الذي يصدر عن إدارة الإحصاء المركزي في لبنان. وبحسب تقديرات البنك الدولي، بلغ حجم الإقتصاد النقدي في لبنان 2.8 مليار د.أ. (5.6% من الناتج المحلّي الإجمالي) في العام 2015، وهو أعلى مستوى له قبل إندلاع الأزمة الماليّة الأخيرة، ليعود ويرتفع إلى 4.5 مليار د.أ. (14.20% من الناتج المحلّي الإجمالي) في العام 2020. وقد كشف التقرير أنّه في ظلّ عدم توفّر معلومات جديدة من إدارة الإحصاء المركزي عن الحسابات القوميّة، فقد تمّ إبتكار نموذج جديد خاصّ بلبنان لتقدير حجم الإقتصاد النقدي للأعوام 2021 و2022. يستند هذا النموذج على ستّة مصادر للنقد المتداول بالدولار الأميركي: السحوبات النقديّة للودائع المصرفيّة المعنونة بالدولار الأميركي الموجودة في المصارف قبل بدء الأزمة وتدخّلات مصرف لبنان في السوق من خلال إستعمال الإحتياطات بالعملة الأجنبيّة المتبقيّة عن طريق إصدار تعاميم، والتحويلات المغتربين بالدولار الأميركي، والأوراق النقديّة بالدولار الأميركي المخزّنة في المنازل منذ إندلاع الأزمة، والدولار الأميركي الذي يدخل إلى البلاد عبر قنوات شرعيّة وغير شرعيّة، والمساعدات الإنسانيّة والإنمائيّة النقديّة، والودائع المصرفيّة بالدولار الأميركي الفريش والتي دخلت المصارف بعد الأزمة والتي لا تخضع لتدابير الكابيتال كونترول غير الرسمي التي فرضتها المصارف (والتي هي بغالبيّتها رواتب وتحاويل دوليّة). في هذا الإطار، علّق البنك الدولي أنّه تم الأخذ بعين الإعتبار عدّة فرضيّات لتقدير حجم الإقتصاد النقدي في لبنان في الأعوام 2021 و2022. بالتفاصيل، فقد إعتبر البنك الدولي بأنّ الأوراق النقديّة المعنونة بالليرة اللبنانيّة يتمّ تحويلها إلى دولار أميركي بشكلٍ فوريٍّ على أساس سعر الصرف السائد في السوق للحفاظ على قيمتها الشرائيّة، كما وإعتبر بأنّ تقليص مديونيّة القطاع المصرفي تتمّ عبر طرح القروض الممنوحة من المصارف المعنونة بالعملات الأجنبيّة من ودائع الزبائن المعنونة بالعملات الأجنبيّة. وقد إفترض البنك الدولي بأنّه يتمّ سحب رصيد الودائع الصافية المعنونة بالعملات الأجنبيّة بحسب أحكام التعميم الأساسي رقم 158 الصادر عن مصرف لبنان إمّا نقداً أو عن طريق شيكات محسومة للحصول على أوراق نقديّة بالدولار. وبالتالي، فقد قدّر البنك الدولي حجم الإقتصاد النقدي اللبناني عند 6.05 مليار د.أ. في العام 2021 أيّ ما نسبته 26.2% من الناتج المحلّي الإجمالي و9.86 مليار د.أ. في العام 2022 ما يشكّل 45.7% من الناتج المحلّي الإجمالي. وقد أشار التقرير أنّ زيادة حجم الإقتصاد النقدي خلال العام 2022 تعود بشكلٍ جزئيٍّ إلى تباطؤ وتيرة خروج رؤوس الأموال بشكلٍ لافت بسبب تطبيق تدابير كابيتال كونترول غير رسميّة أكثر صرامة. بالإضافة إلى ذلك، فإنّ زيادة حجم الإقتصاد النقدي كنسبة من الناتج المحلّي الإجمالي خلال العام 2022 تعود أيضاً إلى تراجع قيمة الناتج المحلّي الإجمالي الإسمي من 23.13 مليار د.أ. في العام 2021 إلى 21.55 مليار د.أ. في العام 2022. من منظارٍ آخر، فقد ذكر البنك الدولي بأنّ إعتماد المعاملات النقديّة عوضاً عن المعاملات المصرفيّة يزيد بشكلٍ بارز من مخاطر تبييض الأموال ويخلق المزيد من فرص للتهرّب الضريبي. وقد حذّر التقرير أنّ زيادة الإعتماد على المعاملات النقديّة يعيق التقدّم الذي حقّقه لبنان لجهة تحسين النزاهة الماليّة عبر إصدار تدابير جديّة لمحاربة تبييض الأموال في القطاع المصرفي قبل إندلاع الأزمة الحاليّة. بالإضافة إلى ذلك، فقد أشار التقرير أنّ الإقتصادات النقديّة تسهّل عمليّة إخفاء مصادر الأموال المستعملة في النشاطات الغير شرعيّة والغير قانونيّة. أخيراً، علّق البنك الدولي أنّ الإقتصادات النقديّة تشجّع الإقتصاد الغير منظّم من قبل الشركات الناشئة والصغيرة ويخفّف من إنتاجيّتها في ظلّ غياب وفورات الحجم الإقتصادي (Economies of Scale) والتي من شأنها أن تزيد من نقاط الضعف في قانون الضرائب اللبناني.
