The Lebanese Central Bank issued on June 19, 2023 intermediate decision 13556 under intermediate circular 670 directed to banks, concerning required reserves on LBP deposits. In details, the circular amends basic decision number 7835 by limiting the LBP deposit accounts that will be subject to required reserves at BDL to deposit accounts opened before April 19, 2023 and fresh deposit accounts specified by basic decision number 13548. On the other hand, the circular specified that deposit accounts dedicated to purchase US Dollar for clients and term deposit accounts geared towards increasing banks’ capital are to be excluded from the required reserve calculation.
أصدر مصرف لبنان بتاريخ 19 حزيران 2023 القرار الوسيط رقم 13556 تحت التعميم الوسيط رقم 670 الموجّه إلى المصارف والمتعلّق بالإحتياطات الإلزاميّة على الودائع بالليرة اللبنانيّة. بالتفاصيل، فإنّ التعميم يعدّل القرار الأساسي رقم 7835 عبر حصر الحسابات المعنونة بالليرة اللبنانيّة والخاضعة للإحتياطي الإلزامي بالحسابات التي تمّ فتحها قبل 19 نيسان 2023 والحسابات الجديدة بالليرة اللبنانيّة المحدّدة بالقرار الأساسي رقم 13548. من ناحية أخرى، لفت التعميم إلى أنّ أرصدة الحسابات المخصّصة لاجراء عمليات شراء الدولار الاميركي لصالح العملاء والحسابات المجمّدة المخصّصة لتحقيق زيادة في رؤوس أموال المصارف غير خاضعة لعمليّة إحتساب الإحتياطي الإلزامي.
