The Acting Central Bank Governor Dr. Wassim Mansouri recently visited the United States in an endeavor to keep Lebanon off the Financial Action Task Force (FATF) gray list, bearing in mind that Lebanon has already evaded this inclusion on two occasions. More specifically, Dr. Mansouri held meetings with the US Ministry of Foreign Affairs, the US Treasury, the International Monetary Fund and the World Bank in this regard, commenting that the procedures currently being taken by Lebanese banks and the Central Bank align with the FATF’s guidelines for abiding by international laws and transparency standards. The acting governor added, however, that the implementation of the other required reforms is being delayed by the political deadlock and the regional war. Dr. Mansouri also noted that placing Lebanon on the gray list would undermine the Central Bank’s efforts, increase the probability of the spread of money laundering practices, isolate Lebanon financially & economically and facilitate tax evasions. It is worth noting that Dr. Mansouri received confirmation that the relations between the Lebanese financial sector and correspondent banks will not be affected even if the country is placed on the gray list.
زار حاكم مصرف لبنان بالإنابة الدكتور وسيم منصوري مؤخّراً الولايات المتّحدة في محاولة منه لإقناع المسؤولين بعدم إدراج لبنان على لائحة منظّمة فاتف الرماديّة، مع العلم بأنّ لبنان قد نجح إلى حدّ الآن بتفادي هذا الإدراج مرّتين. بالتفاصيل، فقد عقد الدكتور منصوري سلسلة إجتماعات مع وزارة الخارجيّة الأميركيّة والخزانة الأميركيّة وصندوق النقد الدولي والبنك الدولي، معلّقاً في هذا الإطار بأنّ الإجراءات والخطوات التي إتّخذتها المصارف اللبنانيّة ومصرف لبنان تتماشى مع مطالب منظّمة فاتف بالتقيّد بالقوانين الدوليّة ومعايير الشفافيّة في حين أنّ الإصلاحات المتبقيّة التي لم يتمّ تتطبيقها مرهونة بالنزاع السياسي وبالحرب في المنطقة. وقد أشار الدكتور منصوري إلى أنّ وضع لبنان على اللائحة الرماديّة سيبدّد الجهود التي بذلها المصرف المركزي كما ويزيد من عمليّات تبييض الأموال كما وسيؤدّي إلى عزل لبنان ماليّاً وإقتصاديّاً وإلى زيادة التهرّب الضريبي. تجدر الإشارة إلى أنّ الدكتور منصوري قد تلقّى تأكيدات بأنّه في حال وُضِعَ لبنان على اللائحة الرماديّة، فلن يكون لذلك أيّ تأثيرات على العلاقات بين القطاع المالي اللبناني والمصارف المراسلة.
