The surface area of construction permits in Lebanon, which reflects the level of future supply in the real estate sector, rose to 499,406 sqm during the month of January 2025, up from 488,464 sqm in December, 337,475 sqm in November, and 366,068 sqm in October. The rise in the surface are of construction permits since the month of December can be attributed to the ceasefire agreement that was struck in late November. Similarly, on an annual basis, the surface area of construction permits came in 11.00% higher than the 449,911 sqm level reported in January 2024. The monthly evolution of construction permit areas between the January 2024 – January 2025 period shows a rollercoaster trend as depicted in the chart below:

As far as the geographical distribution of construction permits is concerned, the Mount Lebanon region continued to control the lion’s share of the total surface area of issued permits (209,394 sqm <41.93%>), followed by the North (148,440 sqm <29.72%>), South (86,622 sqm <17.35%), Nabatieh (26,823 sqm <5.37%>), the Bekaa (26,798 sqm <5.37%>), and Beirut (1,329 sqm <0.27%>) regions.

The Mount Lebanon region enjoyed the highest exploitation coefficient, which stood at 1,068 sqm per construction permit in January 2025, followed by the North (884 sqm/transaction), South (817 sqm/transaction), Bekaa (812 sqm/transaction), Beirut (665 sqm/transaction), and Nabatieh (536 sqm/transaction) governorates.
