The surface area of construction permits in Lebanon, which reflects the level of future supply in the real estate sector, attained 810,182 sqm in September 2025 compared to 697,230 sqm in August and 820,737 sqm in July. On a cumulative basis, moreover, the surface area of construction permits rose by 36.76% y-o-y in the first nine months of 2025 to just above 6.69 million sqm by end of September compared to around 4.89 million sqm in the same period last year. The monthly evolution of construction permit areas between the September 2024 – September 2025 period shows a rollercoaster trend as depicted in the chart below:

As far as the geographical distribution of construction permits is concerned, the Mount Lebanon region continued to control the lion’s share of the total surface area of issued permits (2.50 million sqm <37.40%>), followed by the North (1.41 million sqm <21.13%>), South (1.23 million sqm <18.42%), Bekaa (0.71 million sqm <10.56%>), Nabatieh (0.56 million sqm <8.38%>), and Beirut (0.27 million sqm <4.11%>) regions.

The Beirut region enjoyed the highest exploitation coefficient, which stood at 4,165 sqm per construction permit by up to September 2025, followed by the Mount Lebanon (1,362 sqm/transaction), Bekaa (1,357 sqm/transaction), South (886 sqm/transaction), North (719 sqm/transaction), and Nabatieh (659 sqm/transaction) governorates.
