The index is calculated using the values of eight other sub-indices which shape the quality of life in a city, namely the Purchasing Power Index, the Safety Index, the Healthcare Index, the Cost of Living Index, the Property Price to Income Ratio (which reflects the affordability of housing), the Traffic Commute Time Index, the Pollution Index, and the Climate Index. Ideally, a city should have a higher score in the Purchasing Power Index, Safety Index, Healthcare Index, and Climate Index, versus a lower score in each of the Pollution Index, House Price to Income Ratio, Cost of Living Index, and Traffic Commute Time Index to enjoy a better quality of life index score. According to Numbeo.com, Dutch cities dominated the top five positions in the index with The Hague appearing to offer its citizens the best quality of life in the world with a score of 230.1 in the Quality of Life Index, followed by Utrecht (score of 221.6), Eindhoven (score of 219.4), Groningen (score of 216.1) and Rotterdam (score of 213.1).
Regionally, Muscat toppled Abu Dhabi to occupy the first place with a score of 188.5 (global rank of 47), followed by Abu Dhabi (score of 180.5; ranked 90th globally) and Dubai (score of 177.6; ranked 102nd globally).
On the local front, Beirut ranked 290th among 304 cities in the world and second to last among covered Arab cities in Numbeo’s 2026 Quality of Life Index, with a score of 87.8, underperforming its 2025 score of 91.0.
