The Lebanese Central Bank issued on May 4, 2026 intermediate decision number 13814 under intermediate circular no. 760 which amends basic decision number 6939 under basic circular 44 regarding the regulatory framework for the calculation of capital adequacy of banks operating in Lebanon. More specifically, intermediate circular 760 extended the waiving of the capital conservation buffer requirement of 2.5% imposed on banks over and above the Basel III norms until the year 2026, noting that BDL has previously waived this requirement for the years 2023, 2024 and 2025.
أَصدَرَ مصرف لبنان بتاريخ 4 أيّار 2026 القرار الوسيط رقم 13814 تحت إطار التعميم الوسيط رقم 760 والذي عدّل القرار الأساسي رقم 6939 تحت إطار التعميم الأساسي رقم 44 و المتعلق بالاطار التنظيمي لكفاية رساميل المصارف العاملة في لبنان. بالتفاصيل، قضى التعميم الوسيط رقم 760 بتمديد الإعفاء من متطلبات إحتياطي الحفاظ على الأموال الخاصّة البالغة نسبته 2.5% المفروض على المصارف عند إحتساب نسب الملاءة بحسب معايير بازل 3 لغاية العام 2026، علماً أن مصرف لبنان كان قد أعفى المصارف سابقاً من هذا الإحتياطي عن الأعوام 2023 و2024 و2025.
