The Lebanese Central Bank issued recently an announcement regarding circulars 158 & 166 where it uncovered that a total of 578,770 depositors have so far benefited from the provisions of the aforementioned two circulars recover as such all or part of their foreign currency deposits at banks. The announcement added that 266,166 depositors (around 46% of the 579K figure) have fully recovered their foreign currency deposits so far. Accordingly, the size of monthly deposit repayments has dropped from $242.2 million during the month of February 2026 to $240.4 million in March, noting that banks’ share of March payments stood at 11.80% ($28.36 million), while BDL’s share amounted to 88.2%. In the aggregate, around $6.11 billion have been paid back to depositors under the provisions of circulars 158 & 166 up until end of March 2026, with BDL shouldering 68.46% ($4.18 billion) of the cash payments and banks the remaining 31.54% ($1.93 billion). The announcement also pointed out that for depositors who opted to benefit from circular 158 starting the month of June 2021 when it was first issued, up to $40,200 have been repaid back to them by end of April 2026. Finally, the announcement pointed out that the two circulars provide over $2.5 billion in cash annually while clarifying that these payments are funded through the mandatory reserves of commercial banks deposited at the Central Bank of Lebanon, which are considered—both legally and in reality—to be funds belonging to the depositors themselves.
