The Lebanese Central Bank published on September 14, 2026 intermediate decision 13843 under intermediate circular 774 which amended basic decision 13262 under basic circular 154 pertaining to exceptional measures to revitalize the operations of banks operating in Lebanon. In details, intermediate circular 774 noted that each bank must maintain a free external account with its correspondent banks abroad equivalent to no less than 3% of its total foreign currency deposits as at June 30, 2026 instead of the previous fixing date of June 30, 2025. In addition, the circular stated that non-conforming banks have until March 31, 2027 to abide by the 3% minimum threshold.
أصدر مصرف لبنان بتاريخ 14 أيلول 2026 القرار الوسيط رقم 13843 تحت التعميم الوسيط رقم 774 والذي يعدّل أحكام القرار الأساسيّ رقم 13262 تحت التعميم الأساسيّ رقم 154 الذي يتضمّن إجراءات استثنائيّة لإعادة إحياء عمل المصارف في لبنان. وبالتفاصيل، أفاد التعميم رقم 774 أنّه على كلّ مصرف أن يكوّن حساباً خارجياً حرّاً من أيّ التزامات لدى مراسليه في الخارج لا يقلّ عن 3% من مجموع الودائع بالعملات الأجنبيّة لديه كما في 30 حزيران 2026 بدلاً من 30 حزيران 2025، كما ويمنح المصارف التي تكون بوضع مخالف مهلة لغاية 31 آذار2027 لتسوية أوضاعها.
