The Lebanese Central Bank’s balance sheet conveys some $267.86 million contraction in its foreign assets portfolio during the first half of November 2021 to $18.40 billion, down from $18.67 billion a fortnight earlier. When factoring out BDL’s portfolio of Lebanese Eurobonds amounting to $5.03 billion as per the disclosure made by the Central Bank, the latter’s foreign currency reserves would settle at $13.37 billion by mid-November. On the other hand, the value of gold reserves at BDL rose by 4.00% ($661.24 million) in the first half of November to $17.20 billion as gold prices increased amid a stronger than expected activity in the New York regional manufacturing sector.

On an annual basis, BDL’s foreign assets came in 27.12% ($6.85 billion) lower than the $25.25 billion reading reported as at mid-November 2020. Moreover, the value of gold reserves dropped by 0.84% ($0.15 billion) when benchmarked to the $17.34 billion figure recorded in the same period last year. It is worth noting that BDL’s total reserves (foreign currency and gold) cover some 198 months of debt service and constitute around 31.13% and 35.36% of Lebanon’s gross and net public debt on a respective basis.

In a related note, BDL’s balance sheet expanded by $1.70 billion during the first half of November to $163.46 billion on the back of the 1.76% ($1.26 billion) rise in the value of other assets (representing capitalized open market operations and seigniorage) to $72.72 billion coupled with the 4.00% expansion in the value of gold reserves to $17.20 billion and the 0.18% increase in the value of securities portfolio to $41.10 billion, which altogether outweighed the 1.43% drop in the value of foreign assets to $18.40 billion and the 0.21% contraction in loans to the local financial sector to $13.77 billion.

The share of BDL’s foreign assets of the latter’s total assets decreased to 11.26% as at mid-November 2021, compared to 11.54% at end of October, while the share of gold reserves increased to 10.52% from 10.22% two weeks earlier. The share of other assets, on the other hand, continued its upturn, reaching 44.49% of BDL’s total balance sheet.

أمّا على صعيدٍ سنويٍّ، فقد تراجعت قيمة الموجودات الخارجيّة لمصرف لبنان بنسبة 27.12% (6.85 مليار د.أ.) مقارنةً بالمستوى الذي كانت عليه في منتصف شهر تشرين الثاني 2020، والبالغ حينها 25.25 مليار د.أ. في السياق عينه، إنكمشت قيمة إحتياطات الذهب لدى مصرف لبنان بنسبة 0.84% (0.15 مليار د.أ.) عند مقارنتها بالمستوى المُسَجَّل في الفترة نفسها من العام الماضي، والبالغ حينها 17.34 مليار د.أ. يُشكِّل إجمالي الإحتياطات (الموجودات الخارجيّة وإحتياطات الذهب) حوالي 31.13% من الدين العامّ الإجمالي و35.36% من صافي الدين العامّ، وهو يغطّي حوالي 198 شهراً من خدمة الدين.

في سياقٍ متّصل، تطوّرت ميزانيّة مصرف لبنان ب1.70 مليار د.أ. خلال النصف الأوّل من شهر تشرين الثاني إلى 163.46 مليار د.أ. على إثر تحسّن قيمة الموجودات الأُخرى (والتي تمثّل رسملة خسائر التدخّل في السوق لتثبيت سعر الصرف) بنسبة 1.76% (1.26 مليار د.أ.) إلى 72.72 مليار د.أ. وإرتفاع قيمة إحتياطي الذهب بنسبة 4.00% إلى 17.20 مليار د.أ. وزيادة قيمة محفظة الأوراق الماليّة بنسبة 0.18% إلى 41.10 مليار د.أ.، ما طغى على تدنّي قيمة الموجودات الخارجيّة بنسبة 1.43% إلى 18.40 مليار د.أ. وإنخفاض قيمة التسليفات إلى القطاع المالي اللبناني بنسبة 0.21% إلى 13.77 مليار د.أ.

في هذا الإطار، تراجعت حصّة الموجودات الخارجيّة لمصرف لبنان إلى 11.26% من مجموع ميزانيّة هذا الأخير كما في منتصف شهر تشرين الثاني 2021، مقابِل 11.54% في نهاية شهر تشرين الأوّل، فيما تطوّرت حصّة إحتياطيّ الذهب إلى 10.52% من 10.22% قبل فترة أسبوعين. من جهةٍ أُخرى، واصلت الموجودات الأُخرى إرتفاعها لتشكّل 44.49% من مجموع ميزانيّة مصرف لبنان.
