The Lebanese Central Bank issued on January 9, 2026 intermediate decision 13792 under intermediate circular no. 751 addressed to exchange institutions, amending basic decision 7933. In details, intermediate circular 751 prohibits exchange institutions from conducting financial and banking transactions through electronic means pursuant to basic decision number 7548 & its amendments and basic decision number 13790 related to electronic payment service providers. The circular also revoked all previous approvals provided to foreign exchange institutions, bearing in mind that these institutions are granted a period of six months to abide by the circular’s latest amendment.
