The Lebanese Ministry of Finance recently published its “Public Finance Monitor – March 2020”, which includes, among others, a coverage of public sector personnel costs for the first three months of the current year. These costs can be broken down into three main constituents, namely “salaries, wages, and related items”, “retirement and end of service compensations”, and “transfers to public institutions to cover salaries”. According to the report, total personnel costs rose by 0.59% y-o-y to LBP 2,555 billion ($1.70 billion) in the first quarter of 2020, up from LBP 2,540 billion ($1.69 billion) during that same period last year. More particularly, salaries, wages, and social benefits, which constituted the bulk (63.76%) of public servants’ costs, increased by 6.68% on an annual basis to LBP 1,629 billion ($1,081 million). Conversely, retirement and end of service compensations, which accounted for 31.90% of total public servants’ costs, plunged by 12.74% to LBP 815 billion ($541 million). More specifically, retirement costs grew by 9.29% y-o-y to LBP 706 billion ($468 million), while end of service compensations plummeted by 62.15% to LBP 109 billion ($72 million). Transfers to public institutions to cover salaries (4.34% of total personnel costs) soared by 40.51% on a yearly basis to LBP 111 billion ($74 million) by the end of the first three months of 2020. It is worth noting that personnel costs constituted about 47.75% of the government’s current expenditures and 43.66% of total public spending by March 2020, compared to 52.64% and 47.53% respectively a year before.

أَصدَرَت وزارة المال اللبنانيّة مؤخَّراً تقريرها الشهري المعنوَن "مرصد الماليّة العامّة – آذار 2020"، والذي يتضمَّن لمحةً عن الإنفاق على المخصَّصات والرواتب وملحقاتها في القطاع العامّ خلال فترة الثلاثة أشهر الأولى من العام الحالي، بين مواضيع أُخرى. يمكِن تجزئة هذا الإنفاق إلى ثلاثة عناصر رئيسيّة هي "مخصَّصات ورواتب وأجور وتقديمات إجتماعيّة"، "معاشات تقاعد وتعويضات نهاية خدمة"، و"تحويلات إلى مؤسَّساتٍ عامّة لتغطية رواتب". وفقاً للتقرير، إرتفع الإنفاق الإجمالي على المخصَّصات والرواتب وملحقاتها بنسبة 0.59% على صعيدٍ سنويٍّ إلى 2،555 مليار ل.ل. (1.70 مليار د.أ.) خلال الفصل الأوّل من العام 2020، مقارنةً ب2،540 مليار ل.ل. (1.69 مليار د.أ.) في الفترة نفسها من العام السابق. في التفاصيل، زاد الإنفاق على المخصَّصات والرواتب والأجور والتقديمات الإجتماعيّة، والذي شَكَّلَ الحصّة الأكبر (63.76%) من مجموع الإنفاق على المخصَّصات والرواتب وملحقاتها، بنسبة 6.68% سنويّاً إلى 1،629 مليار ل.ل. (1،081 مليون د.أ.). في سياق آخر، فقد تراجعت النفقات على معاشات التقاعد وتعويضات نهاية الخدمة، والتي شَكَّلَت 31.90% من مجموع الإنفاق على المخصَّصات والرواتب وملحقاتها، بنسبة 12.74% إلى 815 مليار ل.ل. (541 مليون د.أ.). ومن ضمن هذه الأخيرة، فقد إرتفعت كلفة التقاعد بنسبة 9.29% على أساسٍ سنويٍّ إلى 706 مليار ل.ل. (468 مليون د.أ.)، فيما إنخفضت تعويضات نهاية الخدمة بنسبة 62.15% إلى 109 مليار ل.ل. (72 مليون د.أ.). إلّا أنّ التحويلات إلى مؤسَّساتٍ عامّة لتغطية رواتب (4.34% من مجموع الإنفاق على المخصَّصات والرواتب وملحقاتها) قد زادت بنسبة 40.51% سنويّاً إلى 111 مليار ل.ل. (74 مليون د.أ.). يجدر الذكر أنّ الإنفاق على المخصّصات والرواتب وملحقاتها قد شَكَّلَ 47.75% من النفقات الحكوميّة الجارية و43.66% من إجمالي الإنفاق الحكومي مع نهاية شهر آذار 2020، مقابِل 52.64% و47.53% بالتتالي في الفترة نفسها من العام السابق.
