The Directorate General of Civil Aviation (DGCA) issued on June 22 circular no. 25/2 that outlines a set of COVID-19 related guidelines for aviation companies in tandem with Council of Ministers’ decision to partially reopen the airport as of July 1, which also stated that 80% of incoming passengers must be from countries that have PCR tests. In details, and for passengers from countries that have PCR tests, the DGCA informed aviation companies that concerned passengers must undergo a PCR test in one of the certified laboratories at said countries, at most 96 hours before departure to Lebanon and present a negative PCR result at the check in counters if they were to board the plane. Furthermore, the DGCA instructed aviation companies that upon arrival to Lebanon, passengers must undergo another PCR test, the cost ($100) of which will be borne by the aviation company, bearing in mind that said tests would be performed at certified laboratories operating in the airport on a bimonthly basis starting July 1, 2020. As for passengers from countries that do not have PCR tests, the DGCA stated that said passengers must perform a PCR test at one of the certified laboratories operating in the airport, with its cost also borne by the aviation company. In addition, those same passengers must undertake another PCR test at their own cost at one of the certified laboratories by the Ministry of Public Health within 72 hours of their arrival to Lebanon. Finally, the DGCA revealed that all passengers arriving to Lebanon must fill an online application and own a travel insurance policy that covers any possible COVID-19 treatment on the Lebanese territories.
