The Central Bank would be restricting access to the soon to be established currency exchange platform in order to ensure that the dollars traded on the platform emanate from “legitimate” sources, according to Dr. Salim Chahine, one of the Central Bank’s vice governors. Dr. Chahine added that the platform should be launched within weeks and that many of the existing exchange houses would not meet the requirements needed to become authorized, especially with regards to AML compliance. Finally, Dr. Chahine also commented that the new platform would limit arbitrage opportunities, with the World Bank recently estimating the size of arbitrage operations that were performed on the Sayrafa platform at $2.5 billion.
صرّح الدكتور سليم شاهين مؤخّراً، وهو أحد نوّاب حاكم مصرف لبنان، بأنّ المصرف المركزي سيحدّ من الولوج لمنصّة الصرف الجديدة التي سيتم إنشاؤها بهدف التأكّد بأنّ الدولارات التي سيتم تداولها على هذه المنصّة تأتي من مصادر شرعيّة. وقد أضاف دكتور شاهين بأنّه سيتمّ إطلاق هذه المنصّة خلال أسابيع وبأنّ العديد من مكاتب الصيرفة الموجودة حاليّاً لن تتمكّن من الإلتزام بالمعايير المطلوبة لتصبح مرخّصة بالأخصّ فيما يتعلّق بوحدات مكافحة تبييض الأموال. أخيراً أضاف الدكتور شاهين بأنّ المنصّة الجديدة ستحدّ من عمليّات المراجحة، مع العلم بأنّ البنك الدولي كان قد قدّر حجم عمليّات المراجحة التي تمّت على منصّة صيرفة ب2.5 مليار د.أ.
