Lebanon’s fiscal balance (Budgetary & Treasury) registered a surplus of LBP 3,233 billion during the year 2024. The primary balance (Budget & Treasury) was a surplus of LBP 38,327 billion. In detail, government revenues (Budget & Treasury) attained LBP 348,233 billion, with non-tax revenues standing at 52,398 billion (15.05% of total revenues) and tax revenues reaching LBP 253,636 billion (72.84% of total revenues). Telecom revenues (which represent around 37.87% of non-tax revenues and 5.70% of total revenues) stood at LBP 19,843 billion. On the other hand, VAT revenues (which account for 47.39% of tax revenues and 34.51% of total revenues) reached LBP 120,187 billion in 2024, while miscellaneous tax revenues (representing circa 30.58% of tax revenues and 22.27% of total revenues) attained LBP 77,561 billion and customs revenues (which form 18.10% of tax revenues and 13.18% of total revenues) ended the year 2024 at LBP 45,897 billion. In parallel, government expenditures (Budget & Treasury) (including debt service) attained LBP 345,000 billion in 2024 of which general expenditures (59.79% of total expenditures) which totaled LBP 206,283 billion, treasury expenditures (30.04% of total expenditures) which attained LBP 103,623 billion and debt service (10.17% of total expenditures) which reached LBP 35,094 billion.
