The Lebanese Central Bank issued on September 10, 2025 intermediate decision 13749 under intermediate circular 742 directed to banks and auditors concerning some restrictions on banking operations, whereby it amended article 2 bis of the provisions of the basic decision number 13353. In details, article 2 bis now states that banks, and when issuing LBP denominated bankers’ or certified checks, must verify at their own responsibility that the purpose of the operation is legitimate (personal and commercial purposes, payment of taxes and fees, judicial guarantees, etc) and does not lead to speculation on the local currency on the condition that all concerned checks must only be payable to the first beneficiary.
أصدر مصرف لبنان بتاريخ 10 أيلول 2025 القرار الوسيط رقم 13749 تحت التعميم الوسيط رقم 742 الموجّه إلى المصارف ومفوّضي المراقبة والمتعلّق بالقيود الإستثنائيّة على بعض العمليّات التي تقوم بها المصارف والذي عدّل من خلاله المادّة الثانية مكرّر من بنود القرار الأساسي رقم 13353. وأصبحت هذه المادّة تنصّ أنّه على المصارف عند إصدار شیكات مصرفیّة وشیكات مصدّقة باللیرة اللبنانیة التأكّد، على مسؤولیتھا، بأنّ الهدف من طلب اصدار ھذه الشیكات مشروع (غايات شخصيّة وتجاريّة، تسدید ضرائب ورسوم أو تأمينات قضائيّة وغيرها) ولا يؤدّي إلى عملیّات المضاربة على العملة الوطنیّة على شرط أن تتضمن الشیكّات المصدرة عبارة لا یدفع الّا للمستفید الأوّل.
