The Lebanese Central Bank issued on October 7, 2022 intermediate decision 13484 under intermediate circular 644, which amends basic decisions no. 7144. In details, the circular states that banks are required to obtain a prior approval from BDL to open letters of credit or pay bills for the import of petroleum derivatives (gasoil, diesel and gas) conditional upon providing the directorate of foreign exchange operations at BDL at a later date with the final receipt and bill of lading and the unloading record.
أصدر مصرف لبنان بتاريخ 7 تشرين الأوّل 2022 القرار الوسيط رقم 13484 تحت التعميم الوسيط رقم 644 والذي عدّل القرار الأساسي رقم 7144. بالتفاصيل، ينصّ التعميم أنّه يتوجّب على المصارف أن تأخذ موافقة مسبقة من مصرف لبنان على فتح الإعتمادات أو دفع الفواتير المخصّصة لإستيراد المشتقّات النفطيّة (بنزين، مازوت، غاز) على أن تزوّد مديريّة القطع والعمليّات الخارجيّة لدى مصرف لبنان بوقتٍ لاحق بالفاتورة النهائيّة ووثيقة الشحن ومحضر التفريغ.
