The Lebanese Central Bank issued on October 7, 2022 intermediate circular no. 643 addressed to banks and financial institutions in order to amend Basic Circular no. 6116. In detail, the provisions of the circular stipulate that banks can resort to the Central Bank to conduct foreign exchange operations to finance the import bill in foreign currency of wheat, and the rate specified by the Ministry of Health (85% previously) on the import bill of medicine, medical equipment and baby formula. Moreover, the customer will be required to settle his dues in LBP at the Sayrafa rate (instead of LBP 1,507.5 per USD). Finally, the Central Bank stipulated that importers willing to benefit from the provisions of this circular must lift the banking secrecy on said import operations.
